New Continuing Education Requirements for CAMs Managing Homeowners' Associations
Governor DeSantis signed HB 1203 into law on June 3, 2024, establishing mandatory continuing education requirements for community association managers who provide services to homeowners' associations. These requirements took effect on November 18, 2024.
Mandatory Continuing Education Hours
Community association managers licensed by the Department of Business and Professional Regulation and providing management services to homeowners' associations must now complete at least 5 hours of continuing education biennially. Of these 5 hours, a minimum of 3 hours must focus specifically on recordkeeping.
This requirement is codified in Rule 61E14-4.001, Florida Administrative Code, which was amended to reflect the new standards effective November 18, 2024. The recordkeeping component addresses a critical compliance area for CAMs managing HOA operations.
Exemptions
Licensees who qualify for exemption under section 455.2124, Florida Statutes (which implements provisions of SB 382), are exempt from these new continuing education requirements. CAMs should verify their exemption status with DBPR if they believe they qualify under this section.
Implementation and Compliance
The November 18, 2024 effective date establishes when the new requirement takes effect. CAMs should confirm with DBPR which continuing education providers and courses satisfy the recordkeeping requirement, as not all general CAM education will count toward the 3-hour recordkeeping component.
Boards that employ licensed CAMs should be aware of this requirement when evaluating manager qualifications and renewal timelines. Documentation of completed continuing education will be required as part of the biennial licensure renewal process.
Bottom Line
Community association managers providing services to homeowners' associations now face a new biennial continuing education mandate: 5 hours total, with 3 hours dedicated to recordkeeping. This requirement, effective November 18, 2024, reflects regulatory focus on documentation and record management practices in HOA operations. Managers should identify approved continuing education providers and plan completion accordingly.
