Senate Bill 638 proposed to require condominium association boards to file turnover certificates with the Florida Division of Condominiums, Timeshares, and Mobile Homes and to maintain turnover certificates and annual reports as official records.
The bill would have directed the Division to create and maintain a searchable electronic database of filed turnover certificates accessible to the public.
On March 13, 2026, S0638 died in the Regulated Industries Committee and did not become law. No filing requirement for turnover certificates with the state is currently in effect.
Condominium associations should continue to follow existing record-keeping obligations under current Florida law.
