S0908 — HOA annual fee bill died in committee

Senate Bill 0908 was filed during the 2026 legislative session to require homeowners' associations operating more than two residential parcels to pay an annual fee to the Division of Florida Condominiums, Timeshares, and Mobile Homes.

The bill proposed that each affected association pay a per-parcel annual fee, with penalties equal to the unpaid amount for associations missing the deadline. Associations with outstanding fees and penalties would have been deemed delinquent and prohibited from maintaining or defending lawsuits in state court until full payment was made. All collected fees would have been deposited into the Division's Trust Fund.

Status: The bill died in the Regulated Industries Committee on March 13, 2026, and did not become law. No regulatory change has occurred.
