The bill proposed to amend association governing documents to prevent HOAs and their committees from adopting covenants, rules, or guidelines that require specific types of roofing materials. Under the proposal, property owners could use any roofing material for construction or rebuilding if the roof met specified criteria and standards, regardless of association restrictions.
Because the bill did not pass, current HOA authority to regulate roofing materials through governing documents remains unchanged. Associations may continue to enforce existing architectural standards and material restrictions as written in their declarations and rules.
