S1498 community association bill died in committee

Senate Bill 1498, which proposed significant revisions to Florida community association law, did not advance beyond the committee stage during the 2026 legislative session.

The bill, filed to address records violations, electronic voting procedures, developer inspections, and record access rights, was considered by the Appropriations Committee on Agriculture, Environment, and General Government. It died in committee on March 13, 2026, and did not become law.

Had it passed, S1498 would have made four substantive changes:

Records violations: Revised conditions constituting violations of condominium association record provisions.

Electronic ballots: Modified how associations receiving electronically transmitted ballots must handle them when electronic voting has not been formally adopted.

Developer inspections: Expanded developer turnover inspection requirements for cooperative associations to include all buildings regardless of height, rather than only buildings three stories or higher.

Record access: Established that official homeowners' association records are open to inspection by certain persons at all reasonable times.

The bill affected condominium associations, cooperative associations, homeowners' associations, and developers of cooperative properties.
